True Zero is seeking an Information System Security Officer (ISSO) to support cybersecurity governance and Risk Management Framework (RMF) activities for enterprise information systems at the National Institutes of Health (NIH). Working under the direction of the Senior ISSO, this position partners with System Owners, engineers, cybersecurity operations personnel, and Government stakeholders to maintain the security posture and authorization readiness of assigned systems. The ISSO is responsible for coordinating the day to day execution of RMF activities, maintaining security documentation, supporting continuous monitoring, tracking remediation efforts, and ensuring cybersecurity activities remain aligned with Federal requirements throughout the system lifecycle. This role requires strong organizational skills and the ability to coordinate activities across multiple technical disciplines while serving as a trusted advisor to system stakeholders.

Job Responsibilities

  • Lead the enterprise Vulnerability Management and Continuous Diagnostics and Mitigation (CDM) program.
  • Direct vulnerability scanning activities across infrastructure, cloud, endpoints, network devices, and applications.
  • Establish vulnerability prioritization strategies using exploitability, mission impact, Known Exploited Vulnerabilities (KEVs), threat intelligence, and operational context.
  • Coordinate remediation activities across system owners, engineering teams, and ISSOs to reduce enterprise cyber risk.
  • Monitor remediation progress, validate corrective actions, and ensure vulnerabilities are accurately tracked through POA&M and RMF processes.
  • Lead recurring vulnerability review meetings and communicate remediation priorities to Government stakeholders.
  • Develop executive metrics, dashboards, and reports describing enterprise vulnerability posture, remediation performance, and operational risk trends.
  • Coordinate closely with penetration testing personnel to validate exploitable attack paths and confirm remediation effectiveness.
  • Collaborate with incident response and threat intelligence teams to rapidly reprioritize vulnerabilities based on emerging threats and active exploitation.
  • Support Continuous Monitoring activities by integrating vulnerability data into enterprise cybersecurity reporting and operational decision making.
  • Recommend improvements to vulnerability management processes, automation, workflows, and security tooling.
  • Support Federal cybersecurity reporting requirements and ensure compliance with applicable CISA Binding Operational Directives and NIH vulnerability management guidance.

Job Qualifications

  • Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, Information Systems, or a related discipline.
  • Five or more years of experience leading enterprise vulnerability management, exposure management, or cybersecurity operations programs.
  • Experience managing enterprise vulnerability scanning platforms and coordinating remediation across large, distributed environments.
  • Strong understanding of vulnerability management methodologies, CVSS, Known Exploited Vulnerabilities (KEVs), threat intelligence, and attack surface management.
  • Experience supporting Federal cybersecurity programs operating under FISMA and the NIST Risk Management Framework (RMF).
  • Experience developing executive reporting, operational dashboards, and cybersecurity performance metrics.
  • Strong leadership, communication, and stakeholder management skills.
  • Preferred Qualifications:
  • Experience supporting NIH, HHS, or other Federal civilian agencies.
  • Experience with enterprise vulnerability management platforms such as Tenable, Qualys, Rapid7, or similar technologies.
  • Experience supporting Continuous Diagnostics and Mitigation (CDM) programs.
  • Experience integrating vulnerability management with RMF, POA&M management, and continuous monitoring activities.
  • Familiarity with cloud security, Zero Trust initiatives, and enterprise security engineering.
  • Experience supporting penetration testing programs and validating remediation activities.
  • Preferred Certifications:

    One or more of the following is preferred:

    • CISSP
    • GIAC Certified Vulnerability Assessor (GCVA)
    • CompTIA CySA+
    • GIAC Continuous Monitoring Certification (GMON)
    • Certified in Governance, Risk and Compliance (CGRC)
    • Security+
    • Certified Ethical Hacker (CEH)
