System Implementation Specialist

Accountabilities

• • Contribute to the design, configuration, and development of custom forms, templates, workflows, and system functionality.

  • Produce clean, efficient code based on defined functional and non-functional requirements.

  • Integrate software components and third-party applications as part of broader system integration initiatives.

  • Troubleshoot, debug, update, and upgrade existing software and system components.

  • Gather, evaluate, and document customer use cases, business processes, and functional requirements.

  • Create clear technical documentation for project reference, implementation, and reporting.

  • Apply low-code platforms and configuration methodologies where appropriate.

  • Contribute to project documentation and reports, including project schedules, quality management plans, testing plans, and conversion plans.

  • Support clients and stakeholders in planning and strategy discussions around risks, issues, dependencies, and implementation approaches.

  • Help identify practical solutions that keep projects aligned with established timelines, budgets, and requirements.

  • Apply appropriate software development lifecycle methodologies, including Agile, Waterfall, or hybrid approaches.

  • Participate in system implementation initiatives involving integrated solutions and modernization of legacy or mainframe technologies.

  • Work with project teams to support testing, integration, deployment, and overall solution delivery.

  • Maintain strong communication with stakeholders while balancing detailed technical work with broader project objectives.

  Requirements

  • Bachelor’s degree or 5 years of relevant professional experience; a master’s degree in public administration, government-focused business administration, or a related field is preferred.

  • 5+ years of relevant professional experience in technology implementation, systems integration, software development, or a related discipline.

  • Ability to understand service delivery systems for programs administered by state agencies and monitored by federal regulators.

  • Strong understanding of complex federal regulations and requirements relevant to public-sector programs.

  • Strong Microsoft Office skills, particularly with data analytics tools such as Microsoft Access, SQL, and SPSS.

  • Strong analytical skills and demonstrated ability to work accurately with large and complex datasets.

  • Sound judgment, attention to detail, and the ability to seek guidance when appropriate.

  • Ability to manage detailed work while keeping projects moving within defined timelines and budgets.

  • Experience with COTS, SaaS, PaaS, or IaaS solutions is preferred.

  • Experience across software development lifecycle phases using Agile, Waterfall, Scrum, and/or hybrid methodologies.

  • Experience supporting modernization of legacy systems or mainframe technologies through n-tier solutions is preferred.

  • Experience with Azure DevOps and CI/CD environments is a plus.

  • Familiarity with tools such as Microsoft Project, Visio, Word, Excel, SharePoint, Visual Studio, Jenkins, JIRA, and GitHub is valuable.

  • Knowledge of Service-Oriented Architecture, TCP, FTP, SSH, SQL, and Oracle is preferred.

  • Familiarity with standards and frameworks such as PMBOK, CMMI, Prosci OCM, IEEE, and SEI is beneficial.

  • Relevant certifications such as Certified DevOps Project Manager, Certified Scrum Master, SAFe, Certified Software Test Manager, AWS Cloud Practitioner, or ITIL are desirable.

  • Excellent written, verbal, interpersonal, and presentation skills.

  • Highly self-motivated, organized, and capable of working independently.

  • Strong work ethic and ability to support multiple projects and deadlines while maintaining accuracy.

  • Demonstrated curiosity and commitment to continuous learning.

  • Ability to work effectively in a hybrid environment with occasional travel or onsite requirements.

  • Must be available during established working hours and able to work effectively from a safe, private, and distraction-free environment when working remotely.
