Accountabilities
- Develop and implement enterprise Software Asset Management (SAM) frameworks, standards, controls, tools, and governance aligned with applicable DoD IT policies.
- Advise leadership on software procurement strategies, lifecycle management, modernization opportunities, and technology investment decisions.
- Maintain compliance with software license agreements, EULAs, vendor terms, and contractual commitments.
- Conduct regular license audits, identify compliance gaps, and develop and execute remediation plans.
- Prepare for and manage vendor audits, ensuring accurate records, documentation, and audit readiness.
- Track software deployments, usage, entitlements, and reconciliation activities across on-premises, cloud, and hybrid environments.
- Build and maintain accurate software inventories using SAM and discovery platforms, while ensuring data integrity and visibility.
- Manage enterprise software catalogs, approved software lists, and standardization initiatives.
- Develop cost models, validate budget requirements, analyze spending trends, and identify opportunities for consolidation, rightsizing, and cost avoidance.
- Support procurement activities, budget justifications, renewals, and strategic vendor negotiations.
- Manage vendor relationships and serve as a subject matter expert on licensing models, pricing structures, contractual terms, and software value.
- Review licensing agreements and evaluate their financial, operational, compliance, and risk implications.
- Ensure licensing activities comply with FAR, DFARS, and applicable federal contracting requirements.
- Produce executive dashboards, status reports, forecasts, and briefing materials covering compliance, usage, costs, and operational performance.
- Communicate licensing risks, cost trends, forecasts, and recommendations to senior leadership and government stakeholders.
- Ensure SAM activities align with cybersecurity requirements, Risk Management Framework (RMF) controls, and applicable authorization standards.
- Support DCAA/DCMA reviews and maintain comprehensive, audit-ready documentation.
- Develop SAM training, best practices, and enablement materials, while mentoring junior analysts and promoting a culture of compliance and optimization.
- Active DoD Secret security clearance required.
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related discipline.
- ITIL Foundation certification required.
- 15+ years of progressive IT experience, including at least 8 years focused on DoD or federal software asset management.
- Proven experience with enterprise SAM platforms such as Flexera, ServiceNow SAM, Snow License Manager, or comparable solutions.
- Deep knowledge of software licensing models, including perpetual, subscription, cloud, and enterprise agreement structures.
- Demonstrated experience managing vendor audits and supporting software compliance reviews.
- Experience managing licenses across enterprise applications, operating systems, databases, middleware, and cloud services.
- Advanced proficiency with SAM, software discovery, CMDB, and IT service management platforms.
- Strong analytical skills in Microsoft Excel and experience with Power BI or comparable business intelligence tools.
- Understanding of DoD IT lifecycle processes, federal contracting models, and government reporting structures.
- Excellent written and verbal communication skills, including the ability to brief senior executives and government stakeholders.
- Strong analytical thinking, problem-solving ability, attention to detail, and decision-making skills.
- Ability to influence stakeholders, manage competing priorities, and deliver results under tight deadlines.
- SAM certifications such as IAITAM CSAM, CISAM, or comparable credentials.
- Experience with AWS, Azure, and Oracle Cloud licensing models.
- Demonstrated ability to develop enterprise-level licensing strategies and cost-saving initiatives.
- Strong understanding of DoD cybersecurity frameworks, authorization processes, and security controls.
- Competitive annual salary range of approximately $90,300–$189,600, depending on geographic location, experience, skills, education, certifications, and applicable contract requirements.
