About the role
Accountabilities:
- Serve as the primary point of contact for program and contract execution, ensuring delivery remains aligned with strategic objectives, commitments, and expected outcomes.
- Provide senior technical leadership across data governance, architecture, engineering, integration, modernization, analytics, and AI/ML initiatives.
- Define and maintain the program's technical strategy, architecture vision, engineering standards, data governance approach, and modernization roadmap.
- Ensure solutions and delivery practices remain aligned with enterprise architecture, cybersecurity, security, compliance, and organizational standards.
- Lead program teams and oversee personnel, resource allocation, schedules, deliverables, performance, budgets, and operational priorities.
- Establish strong relationships with senior customers and stakeholders, providing clear communication, executive briefings, strategic recommendations, and transparent reporting.
- Manage development, operations, and implementation activities using Agile project management practices and promote continuous improvement across delivery teams.
- Develop and maintain program roadmaps and Integrated Master Schedules, including milestones, dependencies, priorities, and key deliverables.
- Facilitate program and project meetings, document decisions, track action items, and ensure accountability across workstreams.
- Produce recurring Agile and program reporting, including sprint metrics, backlog status, burndown reporting, retrospectives, risks, dependencies, and overall delivery performance.
- Maintain RAID logs and proactively identify technical, operational, financial, and business risks, developing and communicating effective mitigation strategies.
- Provide analysis, research, alternative approaches, and solution recommendations to senior government and program stakeholders when required.
- Drive operational maturity and serve as a change agent, challenging existing processes and identifying opportunities to improve quality, efficiency, and delivery outcomes.
- 10+ years of experience in IT management, technology solution delivery, or related program leadership, with significant experience in data governance strategy, standards development, implementation, operational support, and change management.
- Bachelor's degree from an accredited college or university.
- Project Management Professional (PMP) certification.
- Demonstrated expertise leading teams focused on big data, cloud solution architecture, cybersecurity, data management, business intelligence, analytics, and/or related modernization capabilities.
- Strong understanding of data governance, data platforms, enterprise technology delivery, and modernization programs.
- Proven experience managing complex programs with multiple concurrent workstreams, stakeholders, dependencies, and delivery priorities.
- Experience developing technical strategies, architecture roadmaps, engineering standards, governance frameworks, and modernization plans.
- Strong knowledge of Agile project management methodologies and program delivery practices.
- Excellent customer-facing and executive communication skills, including the ability to brief senior leadership and communicate complex technical concepts clearly.
- Strong decision-making, deliverables management, risk management, stakeholder engagement, and organizational skills.
- Ability to operate effectively in a fast-paced environment, balance competing priorities, and lead teams through organizational and technological change.
- Strong written and verbal communication skills, with a demonstrated ability to build trust and accountability across technical and business teams.
- U.S. citizenship is not required.
- No current or obtainable security clearance is required for this position.
- Competitive estimated salary range of $128,039–$173,229, with final compensation based on experience, geographic location, and applicable contractual considerations.
- Fully remote work arrangement with the flexibility to work from any U.S. location.
