About the role

Accountabilities:

    • Lead cross-sector technical assistance projects that strengthen alignment among community colleges, workforce systems, employers, and community-based organizations.
    • Design and support initiatives that expand access to career pathways, work-based learning, apprenticeships, and other employment-connected opportunities.
    • Serve as a subject matter expert on work-based learning and apprenticeships, helping institutions design new programs or adapt existing programs to incorporate effective work-based learning models.
    • Advise on non-degree credentials and professional certifications, including program development and employer engagement to ensure alignment with workforce needs.
    • Provide expertise on student experience and outcome data collection across credit-bearing and non-credit programs, including approaches for better understanding employment outcomes.
    • Support higher education in prison and reentry initiatives through program design, implementation guidance, tools, and resources.
    • Conduct policy and program analysis to identify opportunities to strengthen postsecondary and workforce systems, funding approaches, service models, and institutional practices.
    • Translate research, quantitative and qualitative data, and policy insights into practical briefs, toolkits, training materials, and guidance for practitioners and decision-makers.
    • Facilitate professional development, coaching, stakeholder engagement, and capacity-building activities across diverse organizations and audiences.
    • Manage projects and cross-functional teams, balancing multiple priorities while maintaining strong client relationships and high-quality deliverables.
    • Cultivate relationships across higher education and workforce development networks and represent the organization with external partners and stakeholders.
    • Identify and pursue new business opportunities with federal, state, nonprofit, philanthropic, and foundation clients, contributing to proposals and business development activities.
    • Foster an inclusive, collaborative working environment that values diverse perspectives, continuous learning, and professional growth.
    • Requirements:

      • Ph.D. with at least 3 years of relevant experience, a Master’s degree with at least 7 years of relevant experience, or a Bachelor’s degree with at least 9 years of relevant experience in a related field.
      • Demonstrated experience working directly with community colleges or within postsecondary education environments to lead initiatives, implement programs, or support institutional change.
      • Strong professional knowledge of postsecondary education, workforce development, career pathways, and student success, particularly in community college settings.
      • Experience delivering technical assistance, consulting, coaching, capacity-building, or implementation support to public agencies, nonprofits, community organizations, or higher education institutions.
      • Demonstrated knowledge of work-based learning and apprenticeships, including the policies, partnerships, and practices required for successful implementation.
      • Experience managing complex projects and leading cross-functional teams involving multiple stakeholders.
      • Ability to interpret and apply quantitative and qualitative data to develop technical assistance strategies and practical recommendations.
      • Familiarity with federal policy frameworks and funding streams such as Pell Grant reinstatement, WIOA, Registered Apprenticeships, Perkins V, and Second Chance Pell.
      • Strong facilitation, coaching, presentation, communication, and stakeholder engagement skills.
      • Excellent writing skills and the ability to transform research, policy, and data into accessible tools, briefs, training materials, and practitioner guidance.
      • Strong business development, proposal writing, and client relationship management capabilities.
      • Established networks within higher education and workforce development, with the ability and willingness to cultivate new relationships.
      • Strong organizational and project management skills, including the ability to manage multiple priorities independently and collaboratively.
      • Preferred: experience in a mission-driven nonprofit, philanthropic, academic, or research organization.
      • Benefits:
