About the role:
The Senior Manager, Insurance Product and Benefit Design owns the development of insurance plan designs across assigned markets. You will translate market strategy into applicable benefit structures, leading agreement, and ensuring high-quality, compliant products. You will balance scalable design frameworks with market-specific differentiation and be responsible for end-to-end product performance from design through post-launch optimization. You will require operational leadership, including driving regimented processes, optimizing workflows for scale, and ensuring high-quality execution across complex filing and implementation cycles.
You will report into the Vice President, Insurance Product Innovation and Development.
Work Location:
This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Note, this list of states is subject to change.
Pay Transparency:
The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $149,040- $195,615 per year. The base pay for this role in all other locations is: $134,136- $176,053 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.
Responsibilities:
- Manage end-to-end plan design across assigned geographies, including benefits, cost-sharing, and network considerations
- Translate market strategy, performance insights, and regulatory requirements into clear design decisions
- Lead the product lifecycle from design through filing, implementation, and post-launch performance
- Be the product owner for design within the regulatory filing process, ensuring accuracy across PBT's, SBC's and internal systems
- Promote agreement on actuarial, regulatory, compliance, network, and operational teams
- Establish and enforce disciplined operating rhythms across design and filing cycles, ensuring you meet timelines, dependencies, and deliverables.
- Promote process optimization and standardization across markets to improve scalability, reduce defects, and enhance speed to market
- Lead continuous improvement efforts across product design and filing workflows, identifying inefficiencies and implementing sustainable solutions
- Partner to ensure seamless execution from design through regulatory filing submission, approval, and objection monitoring
- Evaluate program success against financial, operational, and provider/member experience goals
- Balance standardized plan design frameworks with targeted market-specific variations to maintain competitiveness
- Identify risks and lead resolution of complex design and execution issues
- Lead QA and go-to-market readiness reviews to ensure, compliant plan designs
- Interpret and conduct market, competitive, and regulatory analysis to inform strategy and positioning
- Mentor junior team members and support development of team capabilities
- Compliance with all applicable laws and regulations
