About the role
Accountabilities:
- Develop and implement comprehensive quality control plans for maintenance and repair projects, defining quality standards, inspection requirements, testing protocols, and compliance procedures.
- Provide quality leadership and oversight to project teams, contractors, and maintenance personnel throughout all phases of work.
- Conduct preparatory, initial, and follow-up inspections to verify compliance with project specifications, performance work statements, applicable codes, and regulatory requirements.
- Review maintenance plans, inspect materials and workmanship, and oversee testing procedures to confirm repair activities meet established standards.
- Identify, document, and track non-conforming work or materials, collaborating with stakeholders to establish corrective actions and verify their effective and timely resolution.
- Maintain detailed quality documentation, including inspection reports, daily quality reports, test results, non-conformance reports, and corrective action records.
- Prepare clear quality reports and communicate findings to project stakeholders, regulatory agencies, and senior leadership.
- Analyze quality data and trends to identify opportunities for preventive action, process improvement, and stronger quality-control practices.
- Provide training, guidance, and technical support to maintenance and repair personnel on quality procedures, standards, and best practices.
- Stay current on applicable construction, maintenance, environmental, health, safety, and quality regulations and ensure project activities remain compliant.
- Where applicable, supervise and mentor subordinate personnel while fostering a culture of quality, accountability, and continuous improvement.
- Graduate engineer or graduate of construction management with at least 5 years of experience in the operation and maintenance of fueling facilities, or at least 10 years of relevant fueling-facility operations and maintenance experience.
- Strong knowledge of construction, maintenance, repair methods, materials, and quality-control standards.
- Familiarity with applicable codes, regulations, and industry standards governing construction quality and maintenance activities.
- Current USACE EM 385-1-1 training or demonstrated comprehensive knowledge of its requirements.
- Current Construction Quality Management for Contractors (CQM-C) certification issued by USACE/NAVFAC, or ability to obtain it before the start date.
- Certified Construction Quality Manager (CCQM), Certified Quality Auditor (CQA), or similar quality credentials are preferred.
- Proficiency with Microsoft Office, Microsoft Project, and other relevant software applications; experience with USACE RMS is required.
- Ability to read, analyze, and interpret technical publications, contracts, legal documents, reports, and other complex materials.
- Strong written and verbal communication skills, including the ability to present information effectively to senior leaders, public groups, regulatory stakeholders, and project teams.
- Strong analytical, organizational, problem-solving, and interpersonal skills, with the ability to respond effectively to customer and regulatory inquiries.
- Fluency in English, both written and spoken.
- Ability to travel domestically as required, potentially up to approximately 50%, with reliable transportation and a valid driver's license and insurance.
- Ability to obtain required security badges or basic clearances for access to federal installations and secure facilities.
- Successful completion of required pre-employment screening, including a federal background check, motor vehicle record review, and drug screening.
- Ability to work in an environment requiring personal protective equipment and occasional access to construction or client sites, including ladders, scaffolds, stairs, and outdoor conditions.
- Authorization to work in the United States.
- Annual salary range of $75,000–$85,000.
- Full-time, salaried remote position.
