ACT Power Services provides industry-leading services for renewable operations. The Payroll Manager will serve as the organization's subject matter expert for payroll, partnering with HR, Finance, Operations, and external vendors to ensure payroll accuracy, compliance, reporting integrity, and exceptional employee service. Requires 5-7 years of progressive payroll experience with multi-state payroll, tax compliance, prevailing wage, certified payroll reporting, and fast-paced environment. Experience with BambooHR and Deputy preferred. IRA prevailing wage payroll and certified payroll reporting essential.

Responsibilities

Payroll Management & Administration

• Manage end-to-end payroll processing for multi-state workforce.
• Review, approve, reconcile payroll data including timekeeping, overtime, shift differentials, paid leave, deductions, garnishments, direct deposits.
• Ensure compliance with internal controls, policies, and regulations.
• Serve as primary contact for complex payroll issues and escalated inquiries.
• Administer payroll-related lifecycle transactions (new hires, separations, compensation changes, bonuses, promotions, benefit deductions).

IRA/Prevailing Wage, Compliance Lead

• Track company actions and reporting to ensure IRA compliance; report to internal/external stakeholders.
• Support HR, legal, and operations to meet prevailing wage standards.
• Track actions by payroll, operations, and accounting for consistent IRA maintenance.
• Support GC in contract negotiation to ensure IRA requirements are met.

Compliance & Regulatory Oversight

• Ensure compliance with applicable laws and regulations.
