About the role
Accountabilities:
- Lead the day-to-day management, mentoring, training, and career development of a team of supply chain and proposal professionals.
- Support strategic captures and major proposals by overseeing pricing, estimating, planning, and supply chain activities from pre-proposal through post-award execution.
- Manage the operational aspects of new and ongoing proposals while serving as a key liaison between program management, planning, Integrated Product Team leads, pricing, contracts, finance, and supply chain functions.
- Establish priorities and coordinate resources effectively in a fast-paced, schedule-driven environment.
- Ensure supply chain proposal pricing is thoroughly reviewed, validated, and approved before submission and incorporation into broader sector proposals.
- Ensure estimating and purchasing activities comply with applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
- Identify compliance concerns and operational risks, advise leadership, and support the development and implementation of appropriate risk management plans.
- Support Defense Contract Audit Agency (DCAA) proposal audits in coordination with internal review leadership and relevant stakeholders.
- Participate in major pricing and supply chain initiatives, including Non-Advocate Reviews (NAR), Independent Cost Estimates (ICE), and Color Team reviews.
- Develop strategic plans and communicate priorities, recommendations, risks, and progress effectively to senior leadership.
- Make operational decisions within the assigned area of responsibility while maintaining accountability for team performance and professional development.
- Develop and implement agile processes and continuous-improvement initiatives that strengthen pricing, estimating, and supply chain policies, procedures, and overall business performance.
- Bachelor's degree in business, supply chain, finance, economics, or a related discipline with at least 8 years of directly relevant experience, or a master's degree in a related discipline with at least 6 years of directly relevant experience.
- Demonstrated experience supporting defense proposals and key capture activities.
- Strong knowledge of FAR, DFARS, and other applicable government acquisition regulations.
- Strong understanding of cost accounting, pricing, and estimating methodologies, including the ability to develop and apply cost improvement curves and related factors.
- Experience working collaboratively across supply chain, program, pricing, finance, and business organizations to achieve shared objectives while maintaining compliance throughout the proposal and acquisition lifecycle.
- Demonstrated ability to initiate and implement process improvements across pricing and estimating policies, procedures, and operations.
- Strong leadership and people-management capabilities, including mentoring, training, performance management, and staff development.
- Excellent written, verbal, organizational, analytical, and stakeholder-management skills.
- Ability to establish priorities, make sound operational decisions, and communicate complex business matters clearly to different levels of management.
- Working knowledge of SAP is preferred.
- Experience with DCAA and/or Defense Contract Management Agency (DCMA) audits is preferred.
- Professional certifications such as CPSM, CFCM, or CPCM are advantageous.
- Understanding of the defense acquisition process is preferred.
- Ability to travel as required, with the source description indicating travel of up to approximately 10% of the time.

- Base salary range of $133,200–$199,800, depending on factors such as experience, education, skills, responsibilities, and market conditions.
