About the role

Accountabilities

    • FOIA & Privacy Act Processing: Review, analyze, and process incoming FOIA and Privacy Act requests; assess requests during intake; enter and maintain cases in FOIA Xpress and related tracking systems; coordinate with program offices to obtain responsive records; communicate with requesters regarding scope, costs, identity certification, and other processing matters; and ensure actions are completed within applicable statutory, regulatory, and agency deadlines.
    • Disclosure Review & Redactions: Review responsive records and make appropriate disclosure determinations under FOIA and Privacy Act requirements, applying the nine FOIA exemptions and completing accurate redactions for complex requests.
    • Response Development: Prepare clear and timely interim and final response letters, memoranda, and supporting documentation, incorporating applicable case law, regulations, policies, procedures, and guidance.
    • FOIA Appeals: Process FOIA appeals by reviewing case histories, prior determinations, responsive records, and exemption applications; provide analytical support for resolution; maintain appeal documentation; and identify matters requiring additional legal, policy, or program coordination.
    • Case Management & Systems: Use FOIA Xpress, internal FOIA tracking systems, and related workflow tools to maintain accurate case data, correspondence, status information, and workload reporting while supporting improvements to operational processes.
    • Regulatory & Analytical Support: Provide subject-matter guidance on FOIA and Privacy Act requirements, analyze complex processing issues, evaluate options, develop recommendations, and support compliance with federal information-management and privacy requirements.
    • Stakeholder Communication & Quality: Work professionally with government personnel, program offices, requesters, and other stakeholders; communicate progress and risks clearly; prepare accurate and accessible work products; incorporate feedback; and maintain high-quality standards across competing priorities.
    • Program Support: Contribute to FOIA reporting and other program activities, prepare Word, Excel, PowerPoint, and related materials, maintain accessible records, protect sensitive government information, conduct quality checks, and independently perform additional duties within the scope of the role.
    • Requirements

      • Education: Bachelor’s degree required.
      • Relevant Experience: At least 3 years of federal service or equivalent public- or private-sector experience managing or responding to FOIA and/or Privacy Act requests.
      • FOIA Expertise: Demonstrated expertise applying the major FOIA exemptions, with experience handling complex FOIA requests and making appropriate disclosure determinations.
      • Privacy & Regulatory Knowledge: Expert knowledge of FOIA and Privacy Act laws, regulations, policies, procedures, guidance, and applicable case law.
      • Appeals & Redactions: Hands-on experience processing FOIA appeals, reviewing responsive records, and applying appropriate redactions.
      • Technology: Expert-level experience using FOIA Xpress and related case-management technologies; familiarity with internal workflow and tracking systems is valuable.
      • Analytical Skills: Ability to evaluate complex information, identify significant factors, solve processing problems, analyze workload data, and develop practical recommendations.
      • Communication: Excellent written and verbal communication skills, with the ability to produce clear, accurate, professional correspondence and communicate effectively with multiple stakeholders.
      • Independence & Organization: Ability to work independently with minimal supervision while managing multiple cases, deadlines, competing priorities, and detailed documentation requirements.
      • Preferred Experience: Federal agency FOIA/Privacy Act experience; preparation of interim and final response letters; coordination of records searches across multiple offices; application of agency policy and case law; FOIA reporting and workload analysis; and experience with Microsoft Word, Excel, PowerPoint, SharePoint, or comparable tools.
      • Work Authorization & Screening: The role supports the federal government and requires U.S. citizenship. Employment is contingent upon successful completion of applicable government security vetting and background investigation requirements, as well as federal drug-free workplace requirements.

        • Annual salary: $73,000–$88,000, commensurate with experience.
