About the role
Accountabilities
- Administer personnel security clearance processes, including initial submissions, periodic reinvestigations, electronic fingerprinting, status tracking, and follow-up with employees and managers.
- Maintain personnel security documentation, files, clearance records, suitability rosters, and Facility Clearance (FCL) documentation in accordance with DCSA and government requirements.
- Provide personnel suitability processing support and coordinate requirements with applicable federal agencies or components.
- Conduct and document new-hire security briefings, exit debriefings, high-side nominations, special briefings, and other contract-specific onboarding activities.
- Monitor annual refresher training and required security documentation through the Learning Management System (LMS).
- Investigate and report security incidents and Insider Threat matters in accordance with applicable procedures.
- Advise employees on personnel, administrative, compliance, and incident-related reporting obligations.
- Interpret government security policies and translate requirements into effective security plans, procedures, and instructions.
- Maintain strong working relationships with DCSA and other federal security representatives to facilitate information sharing, incident resolution, and Insider Threat response.
- Lead and support DCSA Annual Self-Inspections and prepare for formal DCSA Security Reviews, ensuring satisfactory or better inspection outcomes.
- Develop, maintain, and update security plans, procedures, instructions, and security education materials.
- Participate in the development and delivery of initial and annual security training programs.
- Supervise day-to-day security activities and enforce applicable government and organizational security policies.
- Manage collateral access control activities, including badges, access cards, visit requests, and related requirements.
- Support Human Resources, Contracts, and Proposal teams on security-related matters.
- Manage security programs and requirements across multiple sites throughout the United States.
- Maintain security onboarding processes capable of supporting more than 300 employees and independent contractors across geographically dispersed locations.
- Perform additional duties and security-related activities as assigned.
- 3+ years of experience as a Facility Security Officer or 5+ years as an Assistant Facility Security Officer.
- 7+ years of experience supporting government contracting environments.
- Bachelor’s degree required.
- Completion of STEPP’s FSO Orientation for Non-Possessing Facilities certification, or ability to complete it within 3 months of starting.
- Strong understanding of the government contract lifecycle and federal security and information assurance processes.
- Practical knowledge of 32 CFR Part 117 / NISPOM and DoD and federal agency security requirements.
- Demonstrated ability to provide personnel security guidance consistent with applicable adjudicative guidelines.
- Experience protecting and safeguarding Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI).
- Experience using DISS, NISS, NBIS, eAPP, and ACCS.
- Demonstrated ability to manage security onboarding and compliance requirements for a large, geographically distributed workforce.
- Ability to communicate effectively with corporate executives, employees, government representatives, and other stakeholders regarding security requirements and compliance status.
- Strong oral and written communication skills.
- Excellent organizational and problem-solving abilities, with strong attention to detail.
- Proficiency with Microsoft Office Suite.
- Ability to travel throughout the United States as required.
- Ability to work independently from a dedicated home-office workspace during standard business hours, with occasional early morning or evening support when business needs require it.
- Ability to sit or stand for extended periods, use a computer, and perform occasional bending, reaching, or kneeling.
- Ability to lift up to 30 pounds when necessary.
- Annual salary range of $65,000–$80,000.
