Design and Construction System Engineer

Gritter Francona is looking for a Construction System Engineer to support the VHA HEFP Special Engineering Program (SEP), which manages nationally prioritized, high-impact capital initiatives including the Electronic Health Record Modernization, Facility Recapitalization, and Targeted Infrastructure programs. SEP establishes national priorities to ensure consistent, enterprise-wide alignment and execution.

Key Responsibilities

• Apply expertise in construction and healthcare facility management with specific experience in healthcare facilities
• Apply effective management techniques to the planning, design, and construction of projects from inception to completion to control time, cost, and quality
• Provide knowledge and competencies in support of medical center facility management, including assessment and application of design requirements and standards to project design and development
• Create strategies and plans for integration of multiple utility systems/subsystems into an operational unit, ensuring full functional and performance capabilities are achieved
• Coordinate with development and user teams to assess risks, goals, and needs and ensure that all are adequately addressed throughout design and construction lifecycle

Required Experience

• Experience in large scale commercial, federal or MILCON infrastructure implementation projects
• Understanding of VHA standards, including Electrical and Mechanical/Electrical/Plumbing (MEP) design; ability to communicate application of standards in facility infrastructure projects
• Experience addressing SHPO, THPO and NEPA procedures
• Ability to apply expertise and analytic skills to conduct construction forensics
• Expertise in construction management for projects of similar size, scope, and complexity as a VA Medical Center or other healthcare facility
